Membership Fee Standards and Administrative Guidelines for the Chinese Ethnic Minority Sports Association Pickleball Committee
Chapter 1: Membership Fee Collection Standards
Article 1: Purpose and Basis
To strengthen and standardize the collection and management of membership fees for the Pickleball Committee of the Chinese Ethnic Minority Sports Association (hereinafter referred to as the "Committee"), ensure the smooth operation of the Committee's activities, and safeguard the legitimate rights and interests of its members, these Guidelines are formulated in accordance with relevant national laws, regulations, and the Association's bylaws.
Article 2: Classification of Fees
Membership fees shall be classified as group membership fees and individual membership fees. Members are obligated to pay their membership fees promptly in accordance with the provisions outlined in these Guidelines.
Article 3: Group Membership Fee Standards
Ordinary unit members: 1,000 yuan per year.
1500 yuan/year for members of the Deputy Secretary General's unit;
Members of the Deputy Secretary General's unit: 1,500 yuan per year.
Vice President unit: 2,000 yuan per year.
Article 4: Individual Membership Fee Standards
Ordinary individual members: 300 yuan per year.
VIP individual members: 1,000 yuan per year.
Article 5: Allocation and Use of Fees
Membership fees shall be allocated to cover the expenses related to the association's various work activities. The primary expenditure items include:
Daily operational expenses.
Expenses for the purchase and maintenance of fixed assets.
Remuneration for experts and temporarily hired personnel.
Funding for special projects and activities conducted by various professional committees, administrative agencies, and physical institutions.
Funding for domestic and international exchanges, as well as the convening of meetings.
Printing costs for various materials, documents, publications, and experience-sharing materials.
Coordination of internal and external relationships within the industry, establishment of membership services and communication platforms, and provision of technical assistance to members.
By adhering to these Membership Fee Standards and Administrative Guidelines, the Committee aims to ensure transparency, accountability, and sustainable development within the Pickball community.
(8) Promote the industry, commend and reward deserving members, and safeguard the legitimate rights and interests of members;
(9) Edit and publish association publications, and establish a comprehensive information service system for the association;
(10) Organize Party and Youth League activities, engage in necessary social welfare initiatives, and other related endeavors;
(11) Cover expenses related to receptions and official gatherings;
(12) Cover other necessary expenses pertaining to the association's operations and activities.
Article 6: Regulations for the Collection of Membership Fees
(1) Membership fees are paid annually and must be settled in full by June 30th of each year. New members are required to pay their membership fees for the current year within one month of joining;
(2) The membership fees of individual members within member units shall be collected uniformly by their respective organizations;
(3) In the event that members are unable to pay their membership fees promptly due to exceptional circumstances, they must promptly submit a written application to the association secretariat for approval by the executive council;
(4) Members who fail to pay their membership fees within a six-month period will receive a written reminder notice from the association. Members who fail to pay their membership fees on time for one year without a valid reason shall be deemed to have voluntarily resigned from the association, and their membership shall be terminated accordingly.
Article 7: Management and Utilization of Membership Fees
(1) The management and utilization of membership fees must adhere to national laws, regulations, and financial systems. Strict management, fiscal prudence, and acceptance of supervision from the relevant authorities and financial departments are paramount;
(2) The committee secretariat shall bear the specific responsibility for the management of membership fees. It shall utilize an electronic billing management system in accordance with regulations, employ full-time financial personnel, and enhance the implementation of various financial management systems to ensure transparency and accountability.
(3) The expenditure of membership fees shall strictly adhere to the principle of "deriving from members and utilizing for members." These funds shall be exclusively utilized for the business activities stipulated in the association's bylaws and public welfare initiatives that directly benefit its members. No interception, misappropriation, or diversion of funds under any guise shall be tolerated.
Article 8: Supervision of Membership Fees
(1) The utilization of membership fees shall be subject to rigorous supervision by the board of directors, supervisory board, and members alike. Annual reports on the income and expenditure of membership fees shall be presented to the Council, and detailed reports shall be submitted to the Member Representative Assembly during each session.
(2) The association's financial audits shall be conducted by a legally authorized accounting firm, adhering strictly to independent auditing standards and procedures. Audit reports shall be issued in accordance with the prescribed format for financial audit reports of civil organizations.
Chapter 2: Rights and Obligations of Members
Article 9: Criteria for Membership Application
(1) Applicants must endorse the bylaws of this association.
(2) Applicants must express a willingness to become a member of this association.
(3) Applicants must possess a certain degree of influence within the relevant industry field.
Article 10: Procedures for Joining the Association
(1) Applicants must submit a completed membership registration form.
(2) The Executive Committee shall review and discuss the application.
(3) Upon approval by the Executive Committee, a membership certificate shall be issued to the applicant.
Article 11: Rights of Members
(1) Members shall have the right to attend the general meetings of members (or member representatives), participate in association activities, and receive the services provided by the association.
(2) Members shall enjoy the rights to vote, to be elected, and to exercise their voting privileges.
(3) Members shall have the right to propose suggestions, make recommendations, and oversee the work of this association.
(4) Members shall be privileged to enjoy discounts on other charges organized by our association, including but not limited to training sessions, competitions, and other activities.
(5) Members shall have the freedom to join voluntarily and the right to withdraw freely from the association.
Article 12: Obligations of Members
(1) Members shall adhere to the bylaws of this association and abide by its regulations.
(2) Members shall implement and uphold the resolutions passed by this association.
(3) Members shall pay membership fees promptly and in accordance with the prescribed regulations.
(4) Members shall actively safeguard the legitimate rights and interests of this association.
(5) Members shall diligently complete the tasks assigned by this association.
(6) Members shall promptly report any relevant information to this association and keep it updated on their current situation.
Article 13: Withdrawal of Members
Members who wish to withdraw from the association shall submit a written notification to the association and return their membership card. Failure to pay the membership fee or participate in the association's activities for a consecutive year shall constitute automatic withdrawal from the association.
Article 14: Disciplinary Measures
Members who fail to comply with the bylaws of this association shall be subject to criticism and educational measures. In cases where a member violates laws, regulations, or seriously breaches the bylaws of this association, disciplinary action shall be taken through a vote of the Executive Committee.
Article 15: Interpretation and Effectiveness
This method shall be interpreted and administered by the Executive Committee of the association. It shall come into effect from the date of approval by the Member Representative Assembly.
