Chapter 1: General Provisions
Article 1:
To meet the needs of the development of pickleball and continually expand the number of pickleball referees in China, improve the refereeing skills of pickleball referees, gradually establish a standardized promotion system, and ensure orderly competition and reasonable mobility of pickleball referee talents, further standardizing China's pickleball referee training and registration management system, these measures are formulated.
Article 2:
The management of pickleball referee training and registration is the responsibility of the Chinese Ethnic Sports Association's Pickleball Committee.
Article 3:
Referee training is divided into Level (Assessment) Training and Specialized (Advanced) Training.
Article 4:
All participants must first become individual members of the Chinese Ethnic Sports Association's Pickleball Committee.
Chapter 2: Level (Assessment) Training
Article 5:
Chinese Ethnic Sports Association's pickleball referee Level (Assessment) Training includes Basic (CESA Level 1), Intermediate (CESA Level 2), and Advanced (CESA Level 3).
Article 6:
To qualify as a Basic Referee, one must attend Basic Referee Training and Assessment. Similarly, to qualify as an Intermediate or Advanced Referee, one must attend the respective training and assessment.
Article 7:
Individuals voluntarily accepting and adhering to the relevant management regulations of the Chinese Ethnic Sports Association for pickleball referees, aspiring to engage in pickleball refereeing, possessing basic pickleball skills and knowledge, can participate in Basic Referee Training.
Article 8:
Those who pass Basic Referee Training and meet requirements for further (Advanced) training can participate in Intermediate Referee Training. In special cases, individuals with approval from relevant units, as sanctioned by the Chinese Ethnic Sports Association, can directly attend Intermediate Training.
Article 9:
All coaches with a level certificate can participate in the next-level referee training class one year later.
Chapter 3: Specialized (Advanced) Training
Article 10:
To continually update knowledge and enhance coaching skills, all level referees must participate in Specialized (Advanced) Training as stipulated in Article 11.
Article 11:
All referees with the corresponding level certificate must attend Specialized (Advanced) Training at least once a year to be eligible for the next-level coach training class. Failure to participate in any recognized Specialized (Advanced) Training by the Chinese Ethnic Sports Association within four years of obtaining the level certificate will result in the cancellation of their registration.
Chapter 4: Training Class Hosting Application
Article 12:
All Level (Assessment) and Specialized (Advanced) training classes must be applied for by the hosting unit and approved by the Chinese Ethnic Sports Association to be included in the recognized system outlined in these measures.
Article 13:
Both Level (Assessment) and Specialized (Advanced) training classes can be conducted online or offline.
Article 14:
Any unit applying to host training classes must willingly accept and adhere to relevant regulations for pickleball referees and conduct training according to specified requirements.
Article 15:
Units intending to host Chinese Ethnic Sports Association's pickleball referee training classes must apply to the Chinese Ethnic Sports Association before the end of December of the preceding year. Once approved, they will be included in the training plan for the following year.
Chapter 5: Mentors
Article 16:
All mentors for Level (Assessment) training classes must be approved by the Chinese Ethnic Sports Association. Mentors for Specialized (Advanced) training classes must be experts recognized by the Chinese Ethnic Sports Association in the respective field.
Article 17:
Initial mentors for Level (Assessment) training classes will be appointed by the Chinese Ethnic Sports Association and granted mentor qualifications. Any new mentors for Level (Assessment) training classes must have completed the previous level's training and passed the corresponding mentor training and assessment.
Article 18:
All mentors for Level (Assessment) training classes must voluntarily accept and adhere to relevant management regulations of the Chinese Ethnic Sports Association for coaches and mentors.
Article 19:
Pickleball referee training mentors must participate in the corresponding level pickleball referee training organized by the Chinese Ethnic Sports Association at least once a year. Failure to comply for two consecutive years will result in the cancellation of their registration.
Article 20:
Pickleball referee training mentors must attend training arranged by the Chinese Ethnic Sports Association to enhance teaching skills.
Article 21:
Pickleball referee training mentors are responsible for:
Representing the Chinese Ethnic Sports Association in training or organizing duties when no full-time management personnel are present at the training site.
Conducting pickleball referee training assessments according to relevant business requirements.
Identifying and recommending outstanding referees to participate in higher-level pickleball referee training classes.
Continuously summarizing class experiences and providing rational suggestions for the development of pickleball referees in China.
Article 22:
Mentors for Specialized (Advanced) training classes are appointed jointly by the Chinese Ethnic Sports Association and the hosting unit before the training class is finalized.
Chapter 6: Certificate Issuance
Article 23:
All Chinese Ethnic Sports Association-recognized mentors for pickleball referee Level (Assessment) training can receive a certificate issued by the Chinese Ethnic Sports Association.
Article 24:
Mentors and mentor assistants for pickleball referee training classes can receive corresponding appointment certificates from the Chinese Ethnic Sports Association, with each term lasting two years.
Article 25:
Participants who complete the corresponding level (assessment) training for pickleball referees can receive a graduation certificate issued by the Chinese Ethnic Sports Association.
Article 26:
Participants who pass the Specialized (Advanced) training for pickleball referees can receive a graduation certificate for the Chinese Ethnic Sports Association's Specialized (Advanced) training.
Article 27:
Individuals meeting one of the following conditions can apply to the Chinese Ethnic Sports Association for certification as a Basic (CESA Level 1) Referee:
Holders of international or domestic pickleball referee training system certificates recognized by the Chinese Ethnic Sports Association.
Graduates of pickleball majors from sports colleges and universities.
Chapter 7: Registration Management
Article 28:
Those who cannot conduct pickleball referee work according to the regulations of the Chinese Ethnic Sports Association or have committed illegal or disciplinary violations will have their registration canceled.
Article 29:
Anyone wishing to become a pickleball referee, having passed Basic Pickleball Referee Training, is eligible and must register with the Chinese Ethnic Sports Association's Pickleball Committee. Registration takes place annually. Only registered individuals are eligible to participate in higher-level training.
Article 30:
All relevant registration information for pickleball referees will be published on the corresponding website.
Article 31:
Pickleball referees who fail to register according to regulations for two consecutive years will have their registration canceled. Only those who successfully complete Basic Pickleball Referee Training again can regain registration eligibility.
Chapter 8: Supplementary Provisions
Article 32:
Specific management regulations for registration in pickleball coach training will be formulated separately according to these measures.
Article 33:
The interpretation of these measures belongs to the Chinese Ethnic Sports Association's Pickleball Committee.
Article 34:
These measures come into effect from the date of publication.
